Congress and support actions on the rational use of energy and renewables in municipalities: "Energy and sustainable cities. Towards a healthier urban environment" - IDAE, Spain
Summary
The IDAE has carried out, in the framework of the OPET contract for the period July 2001 to June 2002, a set of actions aimed at the deployment of energy technologies within the Spanish territory and at the increase of co-operation with other countries, notably in Latin America and Portugal, where strong links exist.
The actions have paid special attention to the issues that are under debate in Europe, namely the Green Paper on the security of energy supply, the proposal for Directive for the energy performance of buildings, the promotion of biomass and biofuels, etc
A local action consisted of the organization of a congress on the rational use of energy and renewable energies in municipalities, which took place in Madrid on 11-12 June 2002. This was an opportunity to explain the implications of the new directive for the energy performance of buildings and was attended by more than 250 people.

Context
Recent studies carried out in the energy field at the European and national level highlight the importance of involving local actors in the design and implementation of energy efficient technologies and renewable energy systems in their buildings and public services, as well as in their local plans, not least because they play a key influence (demonstrative effect) on the citizens and other social-economic agents.
The idea of organising a large-scale seminar, aimed at local authorities, arose following the signing of a co-operation agreement between the IDAE and the Spanish Federation of Municipalities and Provinces (FEMP) during 2001.
Objectives
The main objective was to go beyond theoretical debate on energy and sustainable cities by presenting concrete proposals and successful real implementation experience in Spain.
Process
The seminar took place at the facilities of IFEMA, in the Juan Carlos I trade fair centre, in Madrid, on 11-12 June 2002. This is a very well-known congress centre, where some of the most important public events are located. The conferences were held within the framework of the International Urban Planning and Environmental Week, the International Municipal Energy and Equipment Fair and the Environment Technology and Services Trade Fair TECMA. This was believed to be a good idea in order to achieve a high proportion of attendants from these events and to create positive links with these complementary activities.

Results
The sessions were attended by a total of 269 people (214 on 11 June; 184 on 12 June). The distribution of attendees by sector is summarised in the chart below:

A book of proceedings was compiled, published and distributed to the attendants.
Lessons learned and replication potential
Success in the application of energy policies needs to take into consideration local conditions: resources, demand and prices.
Organising seminars is an effective dissemination tool for the transfer of know-how and good practice. The long experience of IDAE in organizing this type of events guaranteed the success of this action. These actions are easy to replicate in any other important energy issue.
