With its new Transport Policy White Paper, the Commission is proposing an Action Plan aimed at bringing about substantial improvements in the quality and efficiency of transport in Europe. It is also proposing a strategy designed to gradually break the link between constant transport growth and economic growth in order to reduce the pressure on the environment and prevent congestion while maintaining the EU's economic competitiveness.
It is proposing 60 or so measures to develop a transport policy for Europe's citizens.
The new White Paper advocates a qualitative change of direction in transport policy in order to ensure that measures to promote an environmentally friendly mix of transport services go hand in hand with the measures to open up the markets. The competitiveness of Europe's economy and the establishment of a high-quality European model for citizens will depend upon the common desire to bring about the proposed changes.
