SEAPs at a regional and local level are often developed in isolation of each other. This can lead to duplication, overlaps, wasted resources and missed opportunities to save time, money. COOPENERGY, co-funded by the IEE Programme, has supported the development of more effective collaborative working between regional and local public authorities to maximise coherence in energy planning and actions between levels of governance.
