ManagEnergy Thematic Group on Transport and Mobility

In January 2008, ManagEnergy enhanced its emphasis on a thematic approach to services for local and regional energy actors with the launch of three ManagEnergy Thematic Groups (TGs) covering Energy Education, Buildings and Transport and Mobility during the EU Sustainable Energy Week (EUSEW). The TGs met in Brussels for a second time at the beginning of June 2008 and for a third time in early October 2008. The TGs on Education and Transport each hosted a workshop during EUSEW 2009 at the beginning of February 2009.

Objectives of the Thematic Group on Transport and Mobility


The ManagEnergy Thematic Group on Transport and Mobility develops practical tools to help ManagEnergy local and regional energy agencies and local government actors, such as municipal bodies and local authorities. The group’s assistance is geared towards helping them to better understand the area of mobility, identifying what kinds of actions are possible in this field, and disseminating examples of practical and effective success stories.

In addition, the thematic group is also developing strategic support tools and a road map to help local and regional energy agencies build up their own mobility-related capacities and services, and more effectively initiate their organisation into this area of activity.

Members of the Thematic Group on Transport and Mobility


The thematic group is composed of six members and is coordinated by Prioriterre (France).

Anne Sophie Masure and Loic Lepage (coordinator) With 25 years of experience under its belt, Prioriterre has become a leading expert in providing information and dispensing advice on energy, water and consumption in Annecy, in France’s Haute Savoie region (600 000 inhabitants). Its areas of expertise include changing people’s behaviour to encourage them to save energy and water and disseminating information. It also advises citizens about specific energy issues, energy audits, new technologies, energy efficiency in buildings, solar energy, insulation, ventilation, and more. Prioriterre, whose name combines the French for ‘pirority’ and ‘Earth’, is widening its energy-related activities to include transport and mobility. Since September 2007, it has been advising its clients on vehicle choice, fuel prices, biofuels, new technologies, alternative mobility (car sharing and car pooling), mobility plans and eco-driving.

Robert Pressl and Karl Reiter work for FGM-AMOR, a non-profit research, consulting and educational company based in Graz (AT). Its main fields of activity are mobility management and mobility marketing, innovative transport concepts, transport telematics, traffic planning, traffic safety, as well as the coordination and dissemination of EU-funded projects. FGM-AMOR coordinates the European Platform on Mobility Management (EPOMM). It also undertakes dissemination activities for the CIVITAS initiative and for the European Local Transport Information Service. In addition, it organises national and international conferences.

Mario Alves is a transport and mobility management consultant in Portugal. He has a degree in civil engineering from Lisbon Technical University (1988) and holds a master’s of science in transport from the UK’s Imperial College of Science, Technology and Medicine (1992). He worked as a research fellow at the University of London’s Centre for Transport Studies and at the University of Lisbon’s Centre for Urban and Regional Systems, where he specialised in the planning of transport infrastructures, environmental impact studies, travel behaviour, transport and parking policies, as well as activity-based modelling. As a transport and mobility management consultant, Alves was the coordinator of the Mobility Plan of Almada (PT) and participated in several EU-funded transport and mobility projects.

Tom Rye works for the Transport Research Institute (TRI) at Napier University in Edinburgh, Scotland (UK).  TRI has a long history of conducting research, consultancy and training in the demand management of transport, an area where major energy savings can be realised.  In particular, the institute has experience in parking management, road user charging and mobility management.  At present, Rye and other colleagues from TRI are working on the EU-funded project MAX, which focuses on mobility management.

Fatima Messeguer has worked as a technician at the Energy Agency of la Ribera (ES) since September 2007, where she specialise in activities related to transport management and energy efficiency. She graduated from the University of Valencia (ES), where she gained degrees in chemical engineering and environmental science. The Agència Energètica de La Ribera (AER) is an independent organisation belonging to the Consortium of La Ribera, a network formed by the County Council of La Ribera Alta and La Ribera Baixa. The agency was created with funds from the European SAVE II-2000 programme and with the two municipalities. AER’s main activities revolve around citizen awareness and educational programmes, co-operating with local industry to improve energy efficiency, promoting sustainable mobility and conducting energy studies.

Sarigiannis Iakovos works for Anatoliki SA, a development agency involved in a number of EU-funded projects: e-learning for training energy agencies, mobility management and alternative fuels (e-TREAM), the mobility centre network (Mobi-net), and the applications of smart cards in transportation (ADEPT II).
