Green Paper on Urban Transport and the role for urban transport within the European transport policy

In its Communication on the mid-term review of the 2001 Transport White Paper (Keep Europe moving - Sustainable mobility for our continent. COM (2006) 314 final) the Commission announced the publication of a Green Paper on urban transport in 2007 to identify potential European added value to action that is taken at the local level.

The consultations to prepare a new Green Paper on Urban Transport ended on 4 June 2008 with a major stakeholder conference in Brussels, "Towards a European policy for urban transport". The event gathered around 350 participants from all sectors with an interest in urban transport. High level representatives from cities and from the European Institutions presented their expectations of the Green Paper, commented on results of the consultations, and addressed the added value of actions at European level.

The debate on the Green Paper on Urban Transport started on January 31 with a major stakeholders conference in Brussels on Urban Transport: Problems, Solutions and Responsibilities, where Commission Vice-President, Jacques Barrot, in charge of transport, re-affirmed the importance that he attaches to urban transport.


The conference was organised in the context of the EU Sustainable Energy Week. Around 400 representatives from all sectors that have an interest in urban transport were present. High level representatives from European cities and from the European Institutions presented the expectations of local authorities from the Green Paper and addressed the added value of actions at the European level.

Other Green and White Papers

With its Transport Policy White Paper and the Energy Efficiency Green Paper, the Commission is aiming at substantial improvements in the quality and efficiency of transport in Europe. The key policy objective is to gradually break the link between transport growth and economic growth in order to reduce the pressure on the environment and prevent congestion while at the same time strengthening the EU's economic competitiveness. Both papers include measures to improve local and regional transport.

Local biofuel production boosts Europe's green future

SunflowersBiofuels could play an important role in helping the European Union reduce its emissions of greenhouse gases. This is because unlike traditional fossil fuels they are almost ‘carbon neutral’, only releasing back into the atmosphere carbon dioxide that was removed when the plants they are made from were growing. With this in mind, EU governments in spring 2007 pledged that biofuels should account for at least 10 percent of Europe’s transport diesel and petrol production by 2020.

This film looks at a number of grass roots projects funded by the EU's Intelligent Energy Europe (IEE) programme designed to encourage the use of sustainably produced liquid biofuels, in Bulgaria, Ireland and Spain.

European cities promote cycling

CyclingReducing road capacity for cars and reallocating the road space to non-motorised traffic represents a sustainable, efficient solution and allows healthier lifestyles for all citizens. That’s why the EU encourages European cities to give more space to bicycles. The bicycle is still having trouble imposing itself in European urban environment. The infrastructure is often inadequate. Roads themselves are sometimes dangerous for cyclists. Co-existence with cars is indeed a major problem for cyclists.

Through the Intelligent Energy - Europe programme, the EU supports and finances several projects, involving hundreds of municipalities throughout Europe, to promote and ease the use of bicycles in cities.

Focusing on examples in Bucharest (Romania), Bolzano (Italy) and London (UK), the video shows several projects which help the EU cities to develop the use of the bicycle, to establish the audits designed to facilitate cycling and to train children to become better cyclists.
