Using energy performance contracting and innovative financing instruments to finance SEAP actionsPalazzo Capua
On the 28th – 29th November 2013 the Local Government Association in collaboration with Energy Cities hosted the ManagEnergy Capacity Building Workshop at the Capua Palace, Sliema. The conference focused on issues related to energy efficiency in Malta with a specific focus on financing.
The conference was addressed by a number of local and international experts who shared their experiences and best practices on the subject. The seminar was opened by Jimmy Magro executive director of the Local Council’s Association of Malta. On the first day of the two-day seminar the participants had the opportunity to listen to presentations and discuss with European experts from: Energy Cities the European association of local authorities in energy transition and an ESCO from Cyprus. There were also a special focus on providing a background to the Maltese Energy Efficiency and renewable policies.
On the second day there was a greater focus on examples from the private sector in particular an introduction to JEREMIE as an example of a revolving fund. Main conclusion is that due to the high number of small local authorities in Malta a lot of effort will be required to ensure that there is a lot of collaboration to ensure that common projects are identified and that the LCA can act as a facilitator. For the LCA to play their role as a facilitator it is important that local authorities show a concerted interest to work on energy efficiency related projects.
