Models of sustainable energy action planning

In 2009, the Emilia Romagna region, of which Bologna is the capital city, launched a programme to support unions of municipalities in developing sustainable energy action plans (SEAPs). Expressions of interest by unions were presented at the end of September 2012, with about 80 applications received. 

This motivated the organization of ManagEnergy’s most recent capacity building workshop in Bologna that brought together functionaries from local administrations of the Emilia Romagna and Veneto regions of Italy. Also in attendance were experts from ECUBAANCILEGAUTONOMIE and the Modena Energy Agency.

The workshop was devoted to SEAP implementation and financing options for carrying out such actions. Energy performance contracting (EPC) as a financing tool was an important subject of discussion, recent national legislation in Italy having emphasized the concept.

The workshop allowed experienced municipalities to share advice with each other and with their less experienced counterparts. To address many municipalities' reluctance in entering into energy management schemes, the workshop organised two working groups—one to discuss how to plan and organise these actions in municipalities, the second to find financial and contractual solutions for energy efficiency in buildings and street lighting.
