The North-West Croatia Regional Energy Agency (REGEA) was established in 2008 by the City of Zagreb and three Croatian Counties - Zagreb, Karlovac and Krapina - Zagorje under the framework of the Intelligent Energy Europe (IEE) Programme. After a modest start as the first regional energy agency in Croatia, REGEA is today firmly established as the leading energy centre not only for Croatia but also for the wider region embracing the South-East of Europe. The REGEA team comprising of 32 members of staff is working hard to promote and encourage regional sustainable energy development through renewable energy and energy efficiency projects implementation.
REGEA's scope of work includes providing information, education and promotion of exemplar initiatives across the energy sector in support of the development and implementation of national, regional and local energy plans and programmes, energy audits and certifications, energy performance contracting and public private partnerships. The Agency has developed expertise in large scale project aggregation for the public sector and the use of EU funded PDA instruments through the implementation of projects such as NEWLIGHT (first Croatian ELENA project) and ZagEE (the first Croatian MLEI project). The NEWLIGHT project supports public lighting reconstruction in 57 cities and municipalities with mobilized investments amounting to at least 20 million EUR. Other initiatives that have been successfully implemented include supporting schemes for small scale renewable energy applications in households (awarded with EU Managenergy Award in 2011 and European Solar Prize Award in 2012), the first Croatian EPC projects with measurements and verification and thefirst Croatian municipal biomass DH plant in Pokupsko (awarded with EUSEW Award in 2016).
REGEA also advises on the national scale – references includes Long-Term Strategy for Mobilising Investment in the Renovation of the National Building Stock of the Republic of Croatia (2014), Energy Renovation Plan of Commercial Non-residential Buildings for the Period 2013-2020 and Programme of Promotion of Renewable Energy Sources and Energy Efficiency Use in National and Nature Parks of the Republic of Croatia (2015).
At the regional scale, REGEA prepared Sustainable energy action plans (SEAP) for 21 Croatian CoM signatories (including Zagreb) as well as for several South-East Europe capitals - Sarajevo (BiH), Podgorica (MN), Skopje (FYROM) and Tirana (AL).
In 2016 REGEA launched Croenergy.eu, a specialized crowdfunding platform for financing projects in the field of energy efficiency, renewable energy sources and environmental protection, funded entirely from in-house resources.
Key financial indicators – in the period of 2008-2017 more than EUR 100 million worth of implemented sustainable energy projects, of which EUR 72 million consists of concrete capital investments. REGEA successfully participated in more than 20 EU funded projects (IEE, H2020, Interreg, transnational and border cooperation projects) in which REGEA acted many times as a project coordinator. REGEA traditionally organises the international conference CROENERGY - Sustainable Energy Financing and Investment Summit Croatia (held in 2011, 2013, 2015 and 2017) which attracts large audience from Croatia and abroad.
